Function: - facilitates RNA polymerase 2 transcription elongation past template-encoded arresting sites - these arresting sites trap a some of the elongating RNA polymerase, resulting in block of transcription - cleavage of the nascent transcript by S-II allows the resumption of elongation from the new 3'terminus
